A trans-identified male from Kansas has been sentenced to 30 years in federal prison for the possession and creation of horrific child sexual abuse materials, some of which featured newborn babies being raped.
Dalton Wade Howard, who also goes by the name Chloe Wade Gullotto, pleaded guilty to one count of production of child pornography and one count of receipt of child pornography, and was sentenced on Wednesday. Howard, 25, was handed 30 years for the production of child pornography, with another 10 year sentence for receiving child pornography. The two sentences are to be served concurrently.
Reduxx has obtained records from the United States Court for the District of Kansas which includes a disturbing affidavit from FBI Special Agent Michael Harrison. Harrison, who works with the Child Exploitation and Human Trafficking Task Force, oversaw the investigation into Howard.

Harrison’s affidavit revealed that Howard first came under scrutiny in 2023 after he uploaded 18 videos and 21 photos to a Synchronoss cloud-based storage service. Between September and November of that year, the Synchronoss system flagged child abuse within the uploads, and alerted human moderators who reviewed the activity and reported 9 separate files to the National Center for Missing and Exploited Children. As offending uploads were linked to Howard’s Verizon account, his phone number and name were quickly located and the FBI was contacted.
Harrison was assigned to the case in January of 2024, and reviewed the filed flagged by Synchronoss. He described the reported files in his affidavit, noting that the videos included young children engaging in sexual intercourse with each other, adult males raping toddler girls vaginally, men ejaculating onto the genitals of female babies only a few months old, and dildos being inserted into the anuses of male babies.
The youngest victim was identified as a newborn girl “approximately six to eight weeks old,” while another newborn “no more than 2 months of age” was featured in a 31-second clip being anally raped by an adult man. Harrison would later testify in court that he found it difficult to listen to the audio on the videos found on Howard’s drive.
“These videos specifically, I did not listen to the audio. There was one that I did. I try not to listen to the audio at all, if I can … the one video that I did listen to, very briefly — and when I do listen to the audio, it’s for the shortest time possible. It’s turning the volume up, and then right back down. All you can hear is a baby screaming and crying,” Harrison told prosecutors.
In February of 2024, FBI agents began staking out Howard’s suspected residence in Leavenworth, Kansas, and learned that he had a baby with his ex-wife, who is a biological female who also identifies as transgender. A search warrant was issued and Howard was confronted by agents the next day and subjected to questioning.
During the interview, Howard admitted to regularly seeking out “anime” child pornography, and that he had viewed graphic child sexual abuse material as recently as 24 hours before the FBI’s visit to his home.

Harrison referred to Howard using both gender neutral and feminine pronouns throughout the affidavit, and said that Howard had legally changed his name to “Chloe” in 2018. Other court documents used feminine pronouns to refer to Howard.
During the 2024 visit to Howard’s home, the FBI also interviewed Howard’s partner, Masi, who stated that she had been separated from him for 9 months but that they had continued to reside in the same home, which they shared with Howard’s mother and grandmother. Masi noted that she had first sought to divorce Howard after finding cartoon child pornography on his phone, and explained that she had confronted Howard about the images but that he had become defensive and “attempted to normalize the fetish” in response.
Masi, who also identifies as transgender, told agents that she and Howard had not slept in the same bed for months, but that their 18-month-old son did sleep in Howard’s bed despite the fact that he was frequently naked in his room.
The FBI was later able to confirm that some of the child sexual abuse material on Howard’s phone was of his own infant son. This included images of the child nude and posed with his legs spread apart and anus visible.
Howard was arrested on February 21, 2024, and waived his right to a preliminary hearing. He initially pleaded not guilty to a total of six charges, which included the production and possession of child pornography. He later revised his plea to guilty in exchange for an agreement which saw four of the charges dropped.
On June 17, 2025, Howard was sentenced to 360 months in federal prison for the Production of Visual Depictions of Minors Engaging in Sexually Explicit Conduct, and 60 months in federal prison for the Receipt of Child Pornography. The sentences will run concurrently, meaning Howard will be imprisoned for a total of 360 months, after which time he will be subjected to 20 years of supervised release.
In its judgement, the court recommended Howard be placed at FCI Englewood or FCI Seagoville for his sentence, both of which are low-security federal correctional institutions for male offenders, noting: “These facilities are selected as they offer family proximity; they are appropriate for treatment for sex offenders; they offer mental health treatment; and they house a transgender population.”
The court also wrote that Howard was “interested in programs” that included “transgender acceptance.”
