Norwegian BDSM Activist Behind WHO Decision To Remove Transvestic Fetishism And Sadomasochism From Psychiatric Diagnoses

Svein Skeid [L] and Dr. Richard B. Krueger [R]

Reduxx can reveal that the man who led a decades-long campaign pressuring the World Health Organization (WHO) to destigmatize fetishism, sadomasochism, and fetishistic transvestism, which is now included under the transgender umbrella, was a celebrated gay rights activist who ran a BDSM dungeon in Oslo. Svein Skeid, who passed away in December 2020, led the fetish rights campaign group Revise F65, which lobbied the WHO for decades and achieved their goal in 2018.

Skeid, renowned in Norway as a leading gay rights advocate, founded the Revise F65 committee in 1996 as a subsidiary of the National Association for Lesbian and Gay Liberation, or LLH, which has since become a trans activist group known as The Norwegian Organization for Sexual and Gender Diversity (Foreningen for kjønns- og seksualitetsmangfold – FRI).

“The purpose of Revise F65 is to remove Fetishism, Transvestism and Sadomasochism as psychiatric diagnoses from the ICD, the International Classification of Diseases, published by the World Health Organization (WHO) and translated into national versions world wide (mandate from the 1996 biennial national convention of LLH/FRI),” wrote Skeid in 2018.

Svein Skeid in 2019, photographed for Scandinavian Leather Men (SLM) Oslo.

“The mandate was based on a national survey conducted among the nearly two thousand lesbian and gay members of LLH, ‘rejecting discrimination of leather, SM and transgender people, and judging this diversity as a valuable resource.'”

Skeid’s statement was written in response to the June 2018 decision by the WHO to remove the three psychiatric diagnoses Fetishism, Fetishistic Transvestism and Sadomasochism as “disorders of sexual preference” from their latest edition of the International Classifications of Diseases and Related Health Problems, the ICD-11.

In a statement justifying the decision, WHO said, “From WHO’s perspective, there is an important distinction between conditions that are relevant to public health and indicate the need for health services versus those that are simply descriptions of private behavior without appreciable public health impact and for which treatment is neither indicated nor sought.”

Revise F65, while targeting WHO for their campaigning, frequently incorporated a BDSM pride flag in their demonstrations. Skeid also became known for wearing fetish gear in public to promote his political cause.

Previously, the ICD-10 had listed the diagnoses under a section titled F65. The WHO had defined fetishistic transvestism as “the wearing of clothes of the opposite sex principally to obtain sexual excitement and to create the appearance of a person of the opposite sex.”

Diagnostic definitions of Disorders of Sexual Preference in the WHO’s ICD-10.

“Fetishistic transvestism is distinguished from transsexual transvestism by its clear association with sexual arousal and the strong desire to remove the clothing once orgasm occurs and sexual arousal declines. It can occur as an earlier phase in the development of transsexualism,” the ICD-10 reads.

The ICD-10 had further defined sadomasochism as a “preference for sexual activity which involves the infliction of pain or humiliation, or bondage,” noting that “often an individual obtains sexual excitement from both sadistic and masochistic activities.”

The revised ICD-11, under code 6D36, defines “gender incongruence” as including “a history of sexual excitement in association with cross-dressing,” which the WHO manual states, “can sometimes be a feature of Gender Incongruence that develops in adolescence or adulthood, but such a history is not a sufficient basis for diagnosing Paraphilic Disorder Involving Solitary Behaviour or Consenting Individuals.”

Leading up to the decision by WHO officials, the Norwegian Directorate of Health had, in 2010, already depathologized the paraphilias within the national diagnosis registry at the behest of Skeid and Revise F65. Skeid explicitly outlined his goal to influence diagnostic policies relating to transvestic fetishism and sadomasochism worldwide.

“In addition to national work, Revise F65 also have an international mandate to motivate other countries to remove their national versions of the SM/fetish ICD diagnoses,” Skeid stated. “The more countries that remove their diagnoses, the greater is the possibility that the World Health Organization will follow suit. This is what happened in many countries in the years before the World Health Organization removed homosexuality as a diagnosis from the ICD classification in 1990.”

While promoting sadomasochism through his activism with Revise F65 through LLH / FRI, Skeid was a prominent member of Scandinavian Leather Men (SLM), a homosexual BDSM organization, and ran a “private dungeon” in downtown Oslo.

“I didn’t want to admit the BDSM sides of me in the first years, and a lot of porn, rubber clothes and sex toys disappeared into the rubbish chute … before I entered the SLM environment in 1980,” Skeid said in a 2019 interview.

“We come out and flash our whole identity and sexuality,” Skeid told Blikk in 2020. “The parade is both a protest and a celebration. A fetish, whether leather, rubber, or something else, is part of our personality. Being able to make it public is liberating.”

WHO’s decision to follow the Norwegian Directorate of Health in depathologizing transvestic fetishism and sadomasochism was determined with the input of Columbia University professor Dr. Richard B. Krueger, a sex researcher and Associate Clinical Professor of Psychiatry.

While acknowledging Skeid’s campaigning, Krueger co-authored a 2017 report supportive of his aims which singled out the paraphilias listed in the ICD-10’s category F65, noting that, according to Skeid, “the three diagnostic categories in ICD-10: Fetishism (F65.0), Fetishistic Transvestism (F65.1), and Sadomasochism (F65.5), should not be considered illnesses and should be removed from the ICD.”

Krueger, who has served as Medical Director of the Sexual Behavior Clinic at New York State Psychiatric Institute, was a member of the American Psychiatric Association’s Paraphilias Subworkgroup, and responsible for the APA’s fifth edition of the Diagnostic and Statistical Manual (DSM-5) entry for pedophilia.

During the DSM revision process, Krueger consulted with pro-pedophile activist group B4U-Act, which campaigns to have pedophilia recognized as a sexual orientation and was co-founded by convicted child rapist Michael Melsheimer. Melsheimer had explicitly stated that the purpose of the organization was to normalize pedophilia where the National Association of Man-Boy Love (NAMBLA) had failed to do so. The B4U-Act co-founder also coined the term ‘MAP,’ an acronym for Minor-Attracted Persons, a term which is gaining traction in academic publications.

Diagnostic criteria for individuals classified as demonstrating pedophilic tendencies in the latest edition of the DSM, to which Krueger contributed, states, “if they report an absence of feelings of guilt, shame, or anxiety about the impulses… and their self-reported and legally recorded histories indicate that they have never acted on these impulses, then these individuals have a pedophilic sexual interest but not pedophilic disorder.”

Another notable member of LLH / FRI involved in a leadership capacity in Norway recently came to international attention after being arrested for performing dozens of sadomasochistic castrations out of his home in North London. Norwegian national Marius Gustavson, 46, uploaded recordings of the illicit surgeries to his ‘Eunuch Maker’ website, which was part of a larger network of men who aided Gustavson and performed fetishistic amputations and other procedures for sexual gratification.

From 2001 through 2007, Gustavson was Chairman of the Board for the Buskerud chapter of The Norwegian Organization for Sexual and Gender Diversity, or FRI (Foreningen for kjønns- og seksualitetsmangfold). During the period in which Gustavson was active in the organization, FRI was campaigning to have sadomasochism and fetishism depathologized.

The issue of whether fetishism is a central component of Pride celebrations has been discussed in Norwegian media recently. Parents in Ålesund protested against the Pride flag being flown in public schools and kindergartens, resulting in the symbol being banned from being displayed at educational institutions.

A public debate was held on national news channel NRK this week and featured Kristiansand city council representative Helène Rosvold Andersen, who argued that Pride is a political ideology and therefore an inappropriate topic to be discussed in schools. This perspective was echoed by Gunnhild Kristin Borlauge, herself a lesbian, who said that Pride celebrations had become “sexualised.”

Both the current president of SLM and the leader of Pride Oslo opposed the women’s concerns about fetishism and gender ideology being included in events aimed at homosexual rights. Current director of FRI Viljar Eidsvik argued that it is “extremely important to educate children about the diversity that exists at school” due to the presence of “queer students.”

SLM president Marius Hofseth, who attended the debate in fetish gear, claimed the BDSM group had an important role in the community. Hofseth argued that homosexuals owe their rights to both transgender activists and the leather-fetish communities.

UK: Trans-Identified Male Sentenced To 16 Years In Prison After Raping Three Young Boys

A man who identifies as a woman has been sentenced to 16 years in prison after being found guilty of sexually assaulting multiple young boys. In their statement on the sentence, Lancashire Police declined to use pronouns for Joanne Evans, while local media referred to him as “they/them.”

Evans, 40, was first arrested in 2020 after police became aware that he had been sexually preying on young boys in Swansea. The youngest victim was just 8 years old at the time he was sexually assaulted, and two additional victims who came forward were both under the age of 13.

Evans was charged with assault by penetration of a child and sexual assault by touching of a child, but was not remanded to custody. Earlier this month, he was expected in Burnley Crown Court but refused to appear, resulting in a jury finding him guilty in his absence.

On May 17, Evans was sentenced to a total of 17 years, with 16 years in prison and 1 year on community license.

In a statement on his sentencing, Detective Constable Hannah Brown of the East Child Protection Team said: “Evans is a manipulative individual who sexually assaulted the three young victims for sexual gratification … I want to praise the victims in this case who showed immense bravery, having to re-live their ordeal while giving evidence.”

She added: “I hope the outcome of this case will encourage other victims to come forward, knowing they will be believed, listened to, and that we will do everything in our power to put the perpetrator before the courts.”

In the statement, Lancashire Police did not use pronouns for Evans, but noted that he “uses different male and female names and identities.” The statement did not include what other names or identities Evans utilized.

In media coverage of the sentence, most outlets referred to Evans by gender neutral “they/them” pronouns.

In February of 2023, a new prison policy came into force in Britain stipulating that transgender inmates would no longer be housed in women’s prisons if they had male genitalia or had committed a sexual crime. The policy was later extended to include men who had committed any crimes classified as violent.

The policy had come into force after a heated debate broke out over the transfer of a repeat rapist who identified as transgender to a women’s prison.

“If He Says No, It’s Not Sex” : Spanish City Apologizes For “Pedophilic” Sexual Consent Campaign

The City Council in Almería, Spain, is under fire after launching a poster campaign on sexual consent which featured a child on one version of the signage. The campaign, which advised individuals to seek consent from sexual partners, was withdrawn after immense backlash on social media.

Launched earlier this month, the urban poster campaign was approved by the City Council and utilized approximately 18,000 Euros in funding from the Ministry of Equality. Focusing on sexual violence, the primary slogan created for the campaign was a “no means no”-style advisory which read: “If [he/she] says no, it’s not sex, it’s aggression.”

The posters also included various statistics on sexual violence and branding associated with the City of Almería and the Ministry of Equality.

But while most of the posters featured stock images of adult women behind the text, one design used a photo of a little boy instead.

Superimposed over the young child’s face is the standard campaign slogan, “If he says no, it’s not sex, it’s aggression.” The poster also provided statistics on sexual violence against minors, reading: “72.3% of sexual assaults against minors occur in the victim’s family and school environment.”

Last week, photos of the poster featuring the boy began to circulate on social media, with Spanish users expressing outrage that the signage had been green-lit as it appeared to suggest that children can consent to sex.

“And if he says yes, it’s also aggression! Do not touch children,” proclaimed TV Presenter Sonia Ferrer, her tweet attracting over 80,000 ‘likes’ from similarly outraged readers.

“Withdraw this campaign of whitewashing pedophilia and resign en masse. This is intolerable,” wrote Rocío De Meer, a conservative politician with the Vox Party.

The Spanish Socialist Workers’ Party in Almería similarly demanded answers, with spokesperson Adriana Valverde grilling the City Council over “who had given the go-ahead to the poster.”

After photos of the poster began to go viral, the Ministry of Equality issued a scathing statement and demanded the campaign be ended.

“The Ministry of Equality demands the immediate withdrawal of a campaign that attacks children and that, under no circumstances, can be financed with funds from the State Pact on Gender Violence,” said a ministry spokeswoman on May 15.

The City Council in Almería immediately scrambled to comply, and quickly removed all of the campaign posters which featured the boy. A brief apology was posted to the Council’s official X account which claimed that proper screening had not been done.

The apology was not well-received, with many users continuing to demand the resignation of whoever was responsible for approving the poster.

The next day, on May 16, Almería Mayor María del Mar Vázquez announced the city was fully withdrawing the campaign, noting that: “the objective [of the campaign] has not been met and will not be met by being overshadowed by the controversy raised.”

“Pro-Pedophile” Activist Group Celebrates As Germany Decriminalizes Child Porn Possession

Germany’s Parliament (Bundestag) has received the votes necessary to remove a section of the Criminal Code which made the possession of child sexual abuse materials a felony crime. Once the bill, passed last Thursday, comes into effect, minimum sentences for the possession of child pornography will be reduced, and the offense will be downgraded to a misdemeanor.

According to the Bundestag, the bill stipulates that “possession and acquisition should be punishable with a minimum penalty of three months’ imprisonment, and distribution with a minimum penalty of six months’ imprisonment. The offenses regulated in Section 184b of the Criminal Code are therefore classified as misdemeanors and not as crimes.”

The possession of child sexual abuse materials was first classified as a crime in 2021 after Federal Justice Minister Christine Lambrecht of the Social Democratic Party (SPD) introduced a minimum sentence of one year for the offense. The move classified the act as a felony, which it remained for three years until this most recent downgrade.

Responding to the passage of the bill, chairman of the association “German Children’s Aid – The Permanent Children’s Representation” (Deutsche Kinderhilfe – Die ständige Kindervertretung), Rainer Becker, pointed out that Germany could violate a directive from the European Union that classifies any child pornographic media as a serious criminal offense with the change to the law.

A statement of opposition was released by the Christian Democratic Union (CDU) and the Christian Social Union of Bavaria (CSU). “The distribution, possession and acquisition of child pornography must, in principle, remain classified as crimes,” reads the declaration.

“Even if the increase in the penalty range in Section 184b of the Criminal Code in 2020 has led to practical problems in certain cases, a blanket reduction in the penalty range is the wrong solution. A change should be limited to the problem cases and solve them effectively. Scientific findings show that if the penalty framework shifts downwards, the penalties imposed in practice also tend to be lower.”

The rationale behind the downgrading of the crime to a misdemeanor included consideration for parents and teachers of children who download the content in order to inform law enforcement. “Such cases have occurred particularly frequently among parents and teachers of older children or young people who found child pornography on them and passed it on to other parents, teachers or the school management to inform them of the problem,” reads Article 1 of the bill.

The legislation continues: “A downgrade to a misdemeanor is also urgently required in order to be able to respond appropriately and with the necessary flexibility to the large proportion of juvenile offenders. Here, too, the perpetrators generally do not act in order to be sexually aroused by the child pornography content, but rather out of a drive typical of the adolescent stage of development, such as naivety, curiosity, thirst for adventure or the desire to impress.”

However, despite acknowledging such circumstances, the bill has not made certain exceptions, but rather downgrades possession of child pornography altogether – a fact that has not gone unnoticed by pro-pedophile campaigners.

The move has already been praised by a notorious German pro-pedophile activist group. Known as Krumme-13, or simply K13, the activist group has been described as a “self-help” organization for “pedosexuals.”

In a blog post written by its founder and dated May 17, K13 laments that “no politician in all factions apologized to the thousands upon thousands of those affected who fell victim” to the 2021 law which had made possession of child sexual abuse materials a felony.

A celebratory announcement shared by notorious German pro-pedophile group, Krumme-13.

K13 further advises all visitors to their site to have any relevant defense lawyers “submit applications for stays of proceedings on behalf of their clients in ongoing proceedings,” in order to wait out the period of time until the law goes into effect.

The notorious group was founded by Dieter Gieseking, who has been repeatedly charged with the possession of child pornography.

In 1996, Gieseking was sentenced to eighteen months, for which he served one year in prison, on charges related to operating a mail order child pornography service from a van. In 2003, Gieseking again appeared in court accused of possession of child sexual abuse materials obtained between July 1999 and January 2001. The pornography was found on Gieseking’s computer after a search of his residence in August 2001. His devices contained a total of 216 image files of naked children, and he was sentenced to eight months in prison.

At the time, Gieseking was also accused of linking to a child pornography page on his website. This link was discovered by jugendschutz.net, an organization set up by the federal government to protect minors online.

In a 2014 interview with Taz Online, Gieseking called for lowering the age of consent to 12 years of age, and said that adult sexual interactions with toddlers would have to be “discussed separately.”

“The taboo of pedophilia must finally be broken at all levels of society. If a pedophile can come out without fear of exclusion or even demonization, then this is the best prevention against child abuse,” Gieseking told the outlet.

“For babies and toddlers and elementary school students, the sexual component in such a ‘relationship’ is problematic. This would have to be discussed separately. From a sexual policy perspective, an age of consent (age of consent) of 12 is appropriate and long overdue in today’s enlightened society. There are boys and girls who take the initiative in a friendly and sexual relationship with a pedosexual. Therefore, there is a need for sexual criminal law reform that does justice to everyone involved.”

Through K13, Gieseking and his supporters lobby for lowering the age of consent and legalizing child pornography. K13 also campaigns for decriminalizing sexual relations between adults and children.

“Legalizing clearly self-determined sexuality between older people and those under 14 is the best protection against actual sexual violence against children,” Gieseking wrote in another petition to the government, while calling for the abolition of Sections 176 [Sexual Abuse of Children] and 188 [Dissemination, Acquisition and Possession of Child Pornographic Content] of the legal code.

Gieseking has been lobbying the government for changes to legislation for several years. Last fall, the Bundestag accepted a petition on children’s rights authored by Gieseking which amends Article 6 of the Basic Law to add statements regarding children’s rights, and states that “children should be viewed as legal subjects with their own rights.”

Among the rights listed within the petition’s text is the assertion that children have “the right to have a say in all matters that affect their emotional, mental and physical well-being,” and “the right to the free development of their personality.”

“Sexual self-determination” is included in Article 2 of the Basic Law under the phrase “free development of personality,” a fact that Gieseking made certain to point out to his followers on his website.

Scottish Green Party Backs Transgender Candidate “Sophie Sparkles” In Upcoming Elections

The Scottish Green Party has backed a trans-identifying male candidate with a disturbing social media history in the upcoming UK parliamentary elections. The candidate, known as Sophie Sparkles or Sophie Molly, is notorious for using women’s changing rooms, campaigning for childhood medical transition, and reporting critics to Police Scotland for alleged “hate crimes.”

Molly, formerly known as Euan Weddell, is a musician and trans activist set to run for the newly-created constituency of Gordon and Buchan. Molly recently gained attention after declaring that a book dedicated to women’s fight against gender ideology was “deeply transphobic” and put “the safety of all trans people at risk.”

But the scrutiny of Molly’s candidacy has resulted in the resurfacing of one of his social media accounts, where it was found that he engaged in aggressive and disturbing behavior. In addition to sending abuse directly to JK Rowling, including calling her a “torn faced cow,” Molly posted pornographic photos of himself and fetishistic descriptions of his body.

Rowling herself began highlighting the highly unprofessional nature of Molly’s online presence after becoming a target for the candidate over the weekend.

But this is not the first time Molly, posting to social media as “Sophie Sparkles,” has gained notoriety on social media.

Earlier this year, Molly began reporting X users to the police for “hate speech,” celebrating the much criticized Scottish Hate Crime and Public Order Act, which broadened the definition of “hate speech.” Molly anticipated the Act was a welcome opportunity to criminalize his opponents.

Molly would regularly share announcements of various police reports he claimed to have lodged, including those made against TV writer Graham Linehan. He would also write cheery songs on his reports, publishing the videos of him reciting the lyrics to his YouTube Channel. One of the songs is titled “Browsing for Hate Crimes.”

He also authored a Change.org petition to “make deliberately misgendering someone a hate crime,” which he shared to X encouraging others to sign in order to “wipe the smirk [off] JK Rowling’s face.”

Molly is polyamorous, and is in a “polycule” with multiple other men. One of his partners is fellow Green Party member Heather Herbert, who recently attracted criticism after taking photos of himself dilating in public after his recent “gender reassignment surgery” operation. The term ‘dilating’ refers to the insertion of a rod into a surgically-constructed “neo-vagina” in order to prevent the wound from closing.

Herbert snapped a photo of himself lying on the floor of the disability-accessible toilet stall at Gatwick Airport, which he posted publicly to X. Disgusted and dismayed at the sight, users described it as a public display of a “fetish” and inconsiderate of persons with disabilities who require the use of the facilities.

Similarly, Molly has publicly posted fetish photos of himself wearing nipple clamps to his Facebook page. Acclaimed Irish comedy writer Graham Linehan, who has expressed opposition to the Greens’ support for Molly, shared multiple such images of the trans activist beginning in March.

In response, Molly claimed to have filed a police report against Linehan for “sharing revenge porn designed to humiliate” him, despite having publicly shared the photos on his social media pages of his own accord.

“I’m really concerned that [police] won’t want to proceed with the case because it’s a celebrity and they won’t take me seriously because I’m not famous and a trans woman,” Molly said in a post on March 10. “I need hugs.”

Molly frequently wears clothing typically associated with young girls, including a bow in his hair, and can be seen clutching a plush teddy bear in media uploaded to his Instagram account. Linehan has taken note of the disturbing nature of Molly’s overall childish appearance and demeanor, resulting in Molly’s repeated complaints of being a victim of “transphobia.”

Linehan told Reduxx that while he was not contacted by police following Molly’s alleged report, he believed that the trans activist was “disturbed” and should not be permitted to use women’s facilities.

“Euan is a great example of the kind of disturbed man who should be kept far away from women, not suddenly given license to invade their private spaces. Abusive, obsessed by porn, vindictive and not very bright, he fits right in to the Scottish Greens,” Linehan said.

Linehan suggests that Molly has been campaigning solely to self-promote and antagonize those he disagrees with. He has reportedly been demanding sums of money from journalists who wish to interview him and insisting that various public figures call him a woman. Among those figures are SNP MP Joanna Cherry, whom he has accused of being in a “hate cult” and has threatened to report her to the SNP if she continues to ignore his tweets demanding she call him a “woman.”

The trans activist has also appeared to support the transfer of dangerous male convicts into women’s prisons on the basis of a self-declared gender identity. While posting an article about women’s rights campaigners in Edinburgh protesting the transfer of men into women’s prisons, Molly wrote, “Women Won’t Wheesht not transphobic, says Rowling.”

Some of the demonstrators held signs reading “rapists have more rights than women,” in a reference to the notorious case of trans-identified male Isla Bryson, previously Adam Graham, who was sent to a women’s prison last year after being found guilty of raping two women.

Molly’s other campaign aims are to remove any rules that would protect single sex wards in NHS Hospitals, declaring: “I want the proposed ban on trans women from female wards to be immediately scrapped.” When fellow users replied to his assertions and asked him to agree that in health care “sex matters,” he replied: “No it doesn’t. End of.”

Shockingly, this is not the first time a Green Party in the UK has promoted transgender candidates known for their disturbing content.

Another notable Green Party candidate, a man who calls himself Melissa Poulton, has described himself as a “proud lesbian” who shared erotic “sissification” content online. When Poulton was criticized, he accused his political opponents of “transphobia.”

As previously reported by Reduxx, Conservative Party MP Rachel Maclean was slammed by her political opponents after she shared a post from Reduxx co-founder Genevieve Gluck which referred to Poulton as a “man who wears a wig.” Maclean commented on the post, writing: “While the Greens don’t know what a woman is, my Worcestershire neighbours, the people of Bromsgrove certainly do.”

Another prolific trans activist Green Party candidate, Aimee Challenor, also a trans-identifying male, was allowed to run for deputy leader while employing his father David Challenor as his election agent, despite the latter being on trial for child rape. The Green Party was accused in 2019 of not correctly vetting Aimee Challenor for the political appointment, and his father David Challenor was subsequently jailed for 22 years for his crimes.

EXCLUSIVE DETAILS: Transgender Inmate Who Said He Was “No Threat” To Women Charged With Sexual Assault After Transfer To Women’s Prison

A trans-identified male inmate appears to have been transferred back to a men’s prison after being charged with rape while in custody at a women’s prison. Tremaine “Tremayne” Deon Carroll, a male who identifies as a woman, was housed at the Central California Women’s Facility when the sexual assault took place but has since been moved to Kern Valley State Prison.

Carroll’s criminal history dates back to 1988, when he began participating in organized crime at just 15 years old. In 1990, Carroll would be convicted for his participation in an armed robbery where he and several other men broke into an apartment occupied by two women. The women were kidnapped, sexually assaulted, and held under demand of ransom.

Despite being only 17 years old, the brutality of the crime resulted in Carroll being charged as an adult with three counts of kidnapping for ransom, two counts of robbery, and three counts of oral copulation by force. However, a hung jury along with a number of other technical issues during the trial process resulted in the need for a retrial. Carroll ultimately pleaded guilty to two counts of kidnapping in an effort to avoid a retrial on all of the charges.

In 1998, Carroll committed his third violent felony, but while in prison awaiting trial he was found in possession of a metal wire shank he had crafted with the intention of stabbing someone.

Because of his extensive criminal history, Carroll was ultimately sentenced to 25-to-life under California’s Three Strikes Law. The law dramatically increases punishment for persons convicted of a felony who have previously been convicted of one or more “serious” or “violent” felonies.

While in the custody of the California Department of Corrections and Rehabilitation (CDCR), Carroll filed dozens of legal complaints alleging mistreatment, discrimination, and even sexual abuse at the hands of CDCR officials and prison staff, along with demanding his conviction under the Three Strikes Law be overturned. But Carroll was a problem inmate, and between 2001 and 2015, he received over a dozen Rules Violation Reports, one of which was related to filing false reports against a Peace Officer.

In a 2019 legal complaint, Carroll revealed he had been moved around within CDCR facilities over 200 times since 2009, something he claimed was “retaliation” for his allegations of employee misconduct. But many of those moves appear to have been to or from medical centers, where Carroll had been receiving treatment for mental health episodes.

In an earlier legal complaint, Carroll referred to himself as “mentally disturbed” and stated he was on high doses of anti-psychotic medication.

From a 2009 legal complaint filed by Carroll.

In another filing, an unnamed witness called upon by Carroll to provide a statement in support of his claim alleges that Carroll suffers from Chronic Traumatic Encephalopathy, PTSD, and Rubinstein–Taybi Syndrome, a genetic condition characterized by physical and developmental issues.

In the vast majority of his complaints, Carroll refers to himself by “he/him” pronouns, and does not mention his gender identity or sexuality.

But in a case filed in March of 2021, Carroll suddenly invoked SB-132, also known as the Transgender Respect, Agency and Dignity Act. The law had been implemented just three months prior, and formally established the ability of inmates to be housed on the basis of their gender identity in California.

From a 2021 legal complaint filed by Carroll.

By August of that year, Carroll had been moved to the Central California Women’s Facility, and began fully utilizing his transgender identity to bolster the long-held claims of victimhood he had always forwarded.

In March of 2022, Carroll penned an article for the San Francisco Bay View, a newspaper serving the African-American community in the Bay Area. In the article, Carroll referred to himself as a “trans woman” and portrayed himself as the victim of systemic discrimination by the criminal justice system. He also claimed he was in prison for “non-violent” offenses, in contradiction of his criminal history.

The next year, Carroll was profiled by the California Coalition for Women Prisoners, who featured him as being “an incarcerated transgender woman instrumental in several prison lawsuits.”

Madera County court records obtained by Reduxx show that the District Attorney filed multiple charges against Carroll, including two counts of rape, and one count of dissuading a witness from testifying.

The incident is said to have occurred in January of 2024, and would have occurred while Carroll was incarcerated at the women’s prison. While the complaint by the District Attorney refers to the victim as “Jane Doe,” it is unconfirmed if she was a female inmate or a female member of the prison’s staff.

The California Department of Corrections and Rehabilitation’s inmate locator now shows that Carroll is housed at Kern Valley State Prison, a male-only facility almost two hours away from CCWF.

While CDCR did not respond to Reduxx‘s inquiry on the exact date of Carroll’s move, the transfer appears to have occurred after the rape charges were filed, as court records confirm that Carroll was still addressed at CCWF in late 2023.

Ironically, Carroll is one of the trans-identified males intervening in a lawsuit that seeks to prevent males from being housed in women’s prisons in California. The lawsuit, launched against the California Department of Corrections and Rehabilitation, includes four female inmates who all stated they had been victimized by trans-identified male transfers.

In 2022, the ACLU intervened in the case, suggesting that the state of California could not adequately fight the lawsuit and represent the interests of trans-identified males.

In his sworn testimony collected by the ACLU for the case, Carroll declared: “I know what it feels like to live in fear and to carry the weight of the past abuse by men. But I am not a threat [to women]. I strongly believe that everyone here at CCWF would benefit from more structured interaction — opportunities to sit and talk with each other and realize that we’re all in the same boat.”

Speaking to Reduxx on Carroll’s charges, Amie Ichikawa – a former inmate and advocate for incarcerated women in California – said she had personal interactions with Carroll that left her fearful for the safety of the women at CCWF.

“Tremaine Carroll fit the description of everything I feared for women in prison when I learned about Senator Scott Wiener’s SB-132,” Ichikawa said. “I was face to face with Tremaine when I went inside CCWF last year. We shared enough correspondence for me to know that even having almost 10 years of freedom from prison and 5 years free from narcissistic abuse was not enough to qualify me as a woman beyond his reach.”

Ichikawa is the co-founder of WomanIIWoman Inc., a Christian charity that focuses on supporting both incarcerated women and former female inmates. The organization has campaigned extensively against SB-132 and the transfer of male inmates to the state’s female correctional institutions.

Ichikawa adds that assaults on female inmates extend far beyond the immediate victims, and impact the general female population due to the close bonds incarcerated women often form.

“The domestic violence that ensued did not only impact the women walking around bloodied and bruised. It impacts the entire population, because when you hurt one woman in prison it hurts all of us. We move collectively and work like a unit,” she says.

“One woman breaking down and moving backwards affects the ability of the power they had to move forward. Now they’re stuck and there’s not going to be forward motion in their growth or rehabilitation until this stops.”

UPDATE 5/20/24: This article has been edited to include comment from Amie Ichikawa.
